                    SMALL business direct access PROGRAM

The Small Business Direct Access Program (SBDAP) of the Massachusetts Executive Office of Labor and Workforce Development provides access to fully subsidized training in pre-approved topics to employees of small businesses in Massachusetts. SBDAP is a Workforce Training Fund Program and is administered by Commonwealth Corporation.  Businesses interested in applying for a Workforce Training Fund Express Grant or General Program Training Grants should visit www.workforcetrainngfund.org to learn more.

 

How to Enroll Employees in Free Training:

Prior to enrolling employees in subsidized training, companies must first complete the SBDAP Businesses Registration process to determine eligibility for subsidized training.  Please see the complete list of eligibility requirements below.

 

STEP 1

BEFORE you submit a new registration form, please check to see if your company is already registered and eligible for training.

If your company is already listed as eligible, skip to Step 4.

 

STEP 2

If your company is not already on the list of registered businesses, you must submit this form to determine if your company is eligible for free training. 


You will need to enter the following required information into the form before you may submit your registration:

·               Federal Employer Identification Number (FEIN)

·               Certificate of Good Standing from the Massachusetts Department of Revenue

·               Contact Information

·               Current # of Employees Working in Massachusetts (total includes Full-Time and Part-Time)

 

STEP 3

We will review your registration and determine your eligibility.  If we have any questions, we will contact you by email. 

 

Once your company is determined to be eligible, your company Name and FEIN will be added to the list of SBDAP eligible businesses.

STEP 4

Using the contact information provided in the list of available SBDAP courses, contact the training provider(s) listed to enroll your employees in upcoming training sessions.

Organizations with more than 100 employees in Massachusetts are not eligible for the Small Business Direct Access Program.  If your company has more than 100 employees in Massachusetts you cannot register. Upload Your Certificate of Good Standing

To be eligible for subsidized training your company must upload a Certificate of Good Standing from the Massachusetts Department of Revenue that has been issued in the past 6 months.  If you do not currently have a valid Certificate of Good Standing, you should visit Mass TaxConnect to request a certificate.


Save as "YourOrgName_Express_COGS".

  • Your registration cannot be approved without a valid COGS. 
  • For timely registration review and approval, please make sure you upload a valid COGS with your application.

Acceptance of Key Terms: 

I agree, under penalty of perjury, that training funded by program resources will not be provided by a member of immediate family of any company owner, investor, or employee. Immediate family includes: spouse, parents and grandparents, children and grandchildren, siblings, mother in law and father in law, brothers in law and sisters in law, daughters in law and sons in law, and step members. 


Furthermore, by submitting this form, the company acknowledges and agrees to the following requirements:

1.    All trainees must be W2 payroll employees of participating companies that are employed in Massachusetts. (They are not required to live in Massachusetts.) Contractors or employees of other firms (e.g. temps) are not eligible to participate.

2.    All trainees must be paid at their regular pay rates during all training hours.

3.    Only organizations that contribute to the Workforce Training Fund are eligible to take part in WTFP grant programs. (Please Note: All private, for-profit employers that are required to contribute to the Unemployment Insurance Trust Fund in Massachusetts contribute to the Workforce Training Fund as do some non-profits. Non-profits that select the contributory method to finance Unemployment Insurance are eligible. Non-profits that select the reimbursable method are paying a discounted rate that does not include contribution to the WTFP and therefore are not eligible. No federal, state, or local government entities contribute and therefore are not eligible to take part in any grant-funded training.)

4.    Participating organizations must also be in full compliance with all obligations to the Department of Unemployment Assistance, Department of Industrial Accidents, and any other obligations to the Commonwealth of Massachusetts.

5.    Training must be completed by June 30, 2021. Program funds may be only used to pay for approved training expenses that take place during the designated period. Expenses incurred before or after the designated contract period may not be paid for using grant funds.

6.    Participating organizations are subject to audit. Companies receiving grants must provide access to related records upon request by Workforce Training Fund administrators or designees. Records requested may include, but are not limited to, participant-level information / interviews, on-site observation of training, payroll records, and other relevant financial records.



An authorizing official is an employee of the company or a third party authorized on behalf of the organization.
