Acknowledge 2024 Policy Changes to WTFP Express Grants

Due to finite funding and an unprecedented increase in participation in the Workforce Training Fund Program (WTFP), there will be less funding available for new grants beginning in Fiscal Year 2025 (July 2024 - June 2025). To manage these limited resources, we are implementing policy changes designed to extend support to more businesses and sustain grant availability throughout the year.


Starting with applications submitted after November 1, 2024, at 5pm, the WTFP Express Program will introduce the following updates: 


1.   Funding Cap: A maximum of $15,000 per business per calendar year.

 

2.   Subsidy Limit: A cap of $300 per instructional hour, with a maximum of $3,000 per person per course. Any remaining costs must be covered by the business.


3. Tiered Reimbursement Structure:


- Up to 100% reimbursement for businesses with 1-50 Massachusetts employees.


- Up to 50% reimbursement for businesses with 51-100 Massachusetts employees.


Note: An exception will apply for businesses with 51-100 employees seeking reimbursement for English for Speakers of Other Languages (ESOL) training. These ESOL courses must be tagged as such in the Directory.


These adjustments will enable the WTFP to extend its reach to more small businesses while ensuring timely access to training resources. We appreciate your understanding and continued partnership.  

Acknowledge WTFP Express Service Agreement Length and 
Automatic Start/End Dates

The Workforce Training Fund Program (WTFP) is excited to announce some changes to the Express Program that will streamline the application process and better serve the quickly evolving training needs of small businesses in Massachusetts. Effective July 11, 2024, please note the following updates: 


1.   Automated Start Date: The start date of new Express grants (if they are approved according to our guidelines) will now be automatically set as 21 days from the date of application submission, provided the application is approved. This adjustment aims to expedite the commencement of projects and initiatives supported by our grant funding. Please note that applicants will still be able to select course start and end dates specific to the course(s) that they are applying for within that one-year agreement window.  

2.   Service Agreement Duration: Starting on May 20, 2024, all new service agreements resulting from approved applications were made for a period of one year, instead of two. Combined with our rolling application process, we believe this adjustment will provide grantees with the same level of flexibility while ensuring sustained support for just-in-time, off-the-shelf training..

Note: These changes do not change the approved start dates or contract lengths of grant awards issued before May 20, 2024, nor do they impact the terms of existing General Program applications and contracts. We are committed to honoring the terms of all existing WTFP grants.

Your organization's Legal Name (and d.b.a. if applicable)
Your organization's Federal Employer Identification Number (FEIN)
A signed copy of your business's Form W-9 verifying your full legal business name and FEIN
A Certificate of Good Standing from the Massachusetts Department of Revenue (issued within the last six months)
Course ID from the Express Directory for all courses (the ID starts with a "C-" followed by 4 or 5 numerical digits)
Current number of Massachusetts employees in your organization (full-time & part-time)
Contact info of an individual in your organization authorized to sign a contract to accept a grant
Training start date for all courses (the earliest training start date must start on or after the indicated contract start date in the application, and training should start within 6 months of the contract start date).
  • This application should take between 15-30 minutes to complete.  
  • Please plan to complete the application in one sitting. You will not be able to save and return to the application once you begin.
  • You are limited to one application per day, unless you plan on applying for more than ten groups/courses.

Not Eligible for WTFP Funding

Federal, state or local government entities do not contribute to the Workforce Training Fund and therefore are not eligible to take part in any grant-funded training. Please exit out of the application.

As a small business with 51-100 W-2 employees in Massachusetts, you may be eligible for up to 50% reimbursement on training costs, up to $300 per instructional hour and a maximum of $3,000 per person per course, upon completing an approved course


Businesses in Massachusetts with more than 100 employees are not eligible to receive an Express Grant. Please consider the WTFP General Program for your training needs.
